Issues regarding Media in the ARMM |

Pointers iscussion during the LGSP-CIDA a.m meeting last Dec. 8, 2003:
- There exists a relationship between good governance, peace and media; media promotes transparency, public opinion building, shared communications in a region with high poverty incidence, corruption, traditional and patronage politics, feudal relationships, low peace and order
- Weak knowledge by outsiders of the ARMM ; perceived conflict-ridden region turns off visitors; weak promotions by local authorities of the region
- Few media professionals and pro-media advocates in the region; no journalism courses in major universities ie Mindanao State University; outspoken journalists ie anti-MILF are harassed; masses do not know how to communicate grievances, complaints; no venue to air issues except on occassions in public plazas or public venues
- Radio and TV are major source for information and entertainment; in some cases streamers are taken as venues for information re Passers in board exams and events ie weddings, seminars, fora;
- Only Maguindanaons have access to local daily/weekly newspapers since Cotabato City publishes long standing papers i.e. Mindanao Kross; in Sulu, a small and independent newsletters is published
- Culture of reading not yet ingrained in public consciousness; few accessible and public libraries and resource centers
- Internet not yet a medium used by the public, except techno savvy youth; Sulu and Basilan has no major internet access; computer access and literacy low
- Marawi City banks on religious discourse as major source of information
- Little support for local community papers and local TV shows
Needs
- Capability-building for editors on management, writers, wanna-bes re reporting
- Project proposal writing for NGOs and LGUs needed and project monitoring
- Community press must be promoted
- Internet access
- International funders must solicit local partners in needs assessment and project implementation
